Today the Senate passed S.2954, An Act establishing a foster parents’ bill of rights, one of the legislative proposals I filed this session. The bill creates a framework to ensure that foster parents – both kinship and non-biological – are provided with the resources and information necessary to provide a high standard of care to children. I spoke in support of an amendment filed by Senator Sonia Chang-Diaz as well as to the underlying legislation. You can see both floor speeches, below.
