We invite you to submit written testimony and/or testify on bills you care about. Testimony on bills in this hearing should be addressed to Joint Committee on Health Care Financing Co-Chairs Senator Cindy Friedman and Representative John Lawn, Jr.
Persons seeking to provide testimony must pre-register via this Google form no later than Thursday, September 23 at 4:00 p.m. Individuals who register to testify at the hearing will be afforded 3 minutes to speak. Once registered, a representative of the Legislative Information Services will e-mail each individual signed-up to appear a link to join the hearing on Microsoft Teams. Additional instructions on how to participate will be provided prior to the start of the hearing. NOTE: If a person is filling out the pre-registration form on behalf of another person, only the e-mail and contact information of the persons seeking to testify should be listed on the form.
At the discretion of the Chairs, individuals may be called to offer testimony as part of a panel. Individuals participating as part of a panel must fill-out the appropriate section of the pre-registration form. Note: Each member of a panel is still required to fill out an individual pre-registration form. Persons who note in their pre-registration form that they wish to testify as part of a panel will be afforded 3 minutes per person up to a maximum of 9 minutes for the panels of 3 or more persons. The Chairs, at their discretion, may further limit the time for testimony.
ADA accommodations, such as closed captioning and transcription services, shall be provided upon request. The services are provided by staff from the appropriate state agencies. Agency policies requires 2 business days to process any request for services. Therefore, the deadline to submit a request for ADA accommodations is Thursday, September 23 at 4:00 p.m. Requests for services should be made by e-mail to the Committee Director at timothy.oneill@mahouse.gov.

Due to the technical requirements of the Microsoft Teams meeting platform, legislators and public officials are also required to pre-register to testify before the committee. The Chairs, at their discretion, may take legislators and public officials out of turn. The committee will extend this courtesy to legislators and public officials only and may not be expanded to include other individuals or panels.
The Chairs, at their discretion, will determine the order of testimony during the course of the hearing. It is the responsibility of the individuals seeking to testify to be prepared to speak when called upon by the Chairs. In the event that an individual is called by the Chairs and that person is not logged into the Teams platform, the Chairs will move on and call the next individual or panel.
